Try renaming it to this:

deliner-old v1001 2.exe

That will disable the enhancer, which was designed to help correct medium-dark colors on IPS panels.

Try a lower intensity as well:

"deliner-old" definitely works better with the lines on lighter colors now. But it's not quite as effective with the medium-dark colors, which I guess is to be expected. Also I'm starting to notice that the lines are more prominent on the bottom half of my screen. Does this the columns/rows option work on this version too?

Yes, you can use it like this:

deliner-old v1001 (columns) (rows) (strength values from left to right, top to bottom).exe

You can try something like this:

deliner-old v1001 1 3 2 2 3.exe

That will split the screen evenly into three rows: top two rows = 2, bottom row = 3.

Sorry about the late bump, but does this work with Windows 8.1? I'm thinking of upgrading.

I haven't tested it with Windows 8.1, but I don't see any reason why it wouldn't work on the desktop. It probably won't work with Metro though.

For some reason when I place deliner and the reduce contrast app in the startup folder: (C:\Users\*MYUSER\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup) they do not run at start up.
I still have to manually open the applications to make them run.

I'm on Windows 8.1, but it never worked in vanilla Windows 8 either. Any ideas?

I don't know why that's happening, but you can try using the task scheduler instead to start the programs when logging on.
